STEPHEN R. ROSS, ESQ., Telecommunications Consultant

Biography
Stephen Ross, Esq. is a telecommunications consultant at Bremer Law, P.C., a law firm specializing in the legal, business, and regulatory issues affecting the communications industry. His nearly 40 years of experience in all aspects of federal, state, and local legislation and regulation have provided Stephen with unparalleled expertise in telecommunications law and regulation. In addition to representing cable television operators, telephone companies, and video providers at all levels of government, Stephen has worked at the Federal Communications Commission (FCC) and was one of the architects of the fundamental federal/state/local regulatory framework.

Career History
Prior to his work with Bremer Law, Stephen served as Senior Vice President and General Counsel of Altrio Communications, a broadband services provider in the Los Angeles metropolitan area. Throughout his nearly 40 year career, Stephen has also served as partner and managing partner of the DC office of Ross & Hardies, at the time a 200-attorney Chicago, New York City, and DC law firm; a partner at Fletcher, Heald & Hildreth, the oldest communications firm in the United States; and various positions, including Chief Cable Television Regulator at the FCC in Washington, D.C.

Representative Experience

  • Represented several national communications leaders before the FCC, the U.S. Department of Commerce, the Copyright Office of the Library of Congress, the Senate and House of Representatives, and the Executive Office of the President of the United States
  • Participated in drafting the first set of federal/state/local regulations for cable television including the creation of the public, educational, and governmental access channels
  • Acted as counsel to the FCC in the defense of federal regulations at the U.S. Court of Appeals for the DC Circuit
  • Acted as counsel to the U.S. Solicitor General in a landmark decision of the Supreme Court involving technical standards for cable television
  • Involved in the implementation and enforcement of the FCC’s policy for cable television, serving as one of the first branch chiefs and division chiefs in the Task Force and its successor bureaus
  • Responsible for all regulation of cable television at the federal level from 1982-88
  • Represented the negotiation and administration of cable franchises, including one of the five largest cities in the U.S.

Professional Activities
Stephen is admitted to the bar in Massachusetts, Maryland, and the District of Columbia. His court admissions include the United States Supreme Court and the United States Court of Appeals, DC Circuit. While with the FCC, Stephen spoke at international, national, and state conventions and authored numerous articles, including several Federal Communications Law Review articles published by UCLA and the University of Indiana law schools.

Education
Stephen earned his Juris Doctorate degree from Boston University’s School of Law, Boston, Massachusetts. Stephen completed his Bachelor of Arts degree from Cornell University, Ithaca, New York.
